Katy hospitals have seen a steep drop in patients recently, but it isn’t because people aren’t having health complications. The omnipresent threat of COVID-19 has rendered many people too afraid to seek medical treatment.
According to Battalion Chief Joseph Casciotti of Harris County ESD 48, emergency calls are down 30 to 35 percent since the COVID-19 pandemic emerged in March. “Unfortunately, the calls haven’t gone down because people’s problems have gone away, ” he explained. “People are afraid to go to the hospital.”

As a result, HCESD 48 has expanded its Community Paramedic program to bring non-emergency medical assistance to people who don’t want to go to a hospital or doctor’s office.
“On a daily basis, we see patients who are unable or unwilling to go to the hospital, clinics or their physician’s office, ” said Jason Tharp, public information officer for HCESD 48.
The Community Paramedics program launched last year to help keep patients from having to return to the emergency room after treatment. Community Paramedics visit people in their homes following a hospital stay to ensure that the patient stays healthy and doesn’t need to return to the ER. The program was a success; Methodist West Houston Hospital reported a readmission reduction rate of nearly 50 percent.

During the COVID-19 pandemic, HCESD 48 has modified the Community Paramedics program to suit the needs of everyone in the community - not just people who have recently been released from the hospital.
HCESD 48 has mobilized a new non-emergency task crew that answers calls from 8 a.m. to 8 p.m. seven days a week.
“The Community Paramedic program is designed for those people that are sick or hurt, but they haven't been able to get to their family doctor or they don’t feel comfortable going to the hospital or going to their primary care doctor, ” Casciotti said.

When a patient calls the program, a dispatcher will ask them a series of questions to determine the best course of treatment. It’s similar to calling 911, Casciotti explained, but it’s designed to treat non-life threatening conditions.
“When you call that line, we're going to recommend that you either go to the ER right away, or we could send an ambulance to come get you, if it requires that. The next determination, depending on the severity, would be sending our community paramedic team out to see you the same day, ” Casciotti said. “We want to connect people with the proper care for what their problem is.”
HCESD 48 has also partnered with Christ Clinic, a 501(c)(3) Katy-based charity that offers medical care to patients who are uninsured or underinsured to make sure anyone can receive treatment, regardless of their ability to pay.

“Working with Christ Clinic is especially important now, because so many people have lost their jobs and the health insurance they had, ” Casciotti said. “This way, we’re still able to connect people with proper care.”
The Community Paramedics program is funded through the fire department’s budget, so there is no cost to patients. Currently, insurance companies will not reimburse emergency services like Community Paramedics, but Casciotti hopes that companies will soon see the value of these programs and will start paying for them, which will enable the programs to expand.
“We need private insurance companies to realize that it’s going to save them a lot of money in the end for us to visit someone’s home for $150 than if we have to wait and charge them $2, 000 to transport them to the hospital, ” he said.

Despite being hindered by a lack of insurance funding, Casciotti said, the Community Paramedics program will continue to serve the community in every way they can.
